BEIJING, Feb. 11 (Xinhua) -- The Communist Party chief of China's Health Ministry has been replaced, the ministry's official website said Wednesday.     The post of secretary of the ministry's leading Party members' group, formerly held by Gao Qiang, 65, was taken over by Zhang Mao,55.     The website didn't give a reason for the change, only saying that the central government made the decision out of "work necessity and prudent study."     Zhang, from east China's Shandong Province, had been vice mayor of Beijing and vice minister of the National Development and Reform Commission previously, during which time he was in charge of health system reform work, the website said.     Gao had been vice finance minister and deputy secretary-general of the State Council (Cabinet). He was appointed Party chief and vice minister of the Health Ministry during the SARS (Severe Acute Respiratory Syndrome) outbreak in 2003 after former health minister Zhang Wenkang was sacked over the crisis. Gao became minister in April 2005.     In June 2007, Gao's post of health minister was taken by Chen Zhu, who is not a member of the Communist Party of China. He then began to act as the vice minister and remained the Party chief.

BEIJING, March 31 (Xinhua) -- Chinese President Hu Jintao has called for strengthened coordination among different nations on economic polices and joint efforts against trade and investment protectionism to help the world economy recover.     The international community as a whole was severely challenged in the course of tackling the global financial crisis and resuming growth in the world economy, Hu told Xinhua on Tuesday ahead of the G20 summit scheduled to open in London on Thursday.     With the impact of the global financial crisis on the real economy unfolding and deepening, priorities should be taken by various countries to adopt economic stimulus measures in line with their own situations and work hand in hand to promote growth and employment and improve the people's lives, according to Hu.     Efforts should also be made as soon as possible to stabilize the global financial market and earnestly give play to the role of finance in spurring the real economy to restore confidence of the people and enterprises, Hu said.     "The international financial system should undergo necessary reforms in an all-round, balanced, gradual and effective manner to prevent a similar crisis in the future," the president noted.     China as a responsible country would work with all the other parties attending the summit to help it yield "positive" and "practical" results, Hu said.     China pledged to give its own contribution to the recovery of world economy. The country would adhere to its fundamental national policy of opening up to the outside world and mutually beneficial and win-win strategies, Hu said.     A vigorous and more open China would not only benefit its own steady, fast growth, but help the international community fight the financial crisis and contribute to the world's peace and development, Hu said.     The country has set an 8 percent target for economic growth this year, still notably higher than the 1 percent world average estimated by the World Bank. China grew 9 percent in 2008, the slowest pace in seven years.     The global financial crisis and economic slowdown have created many difficulties for China, Hu said, citing the slump of exports and imports, slower industrial production and unemployment.     But a basket of governmental measures to stimulate domestic demand and promote economic growth have begun to take effect, he added.     Beginning in late 2008, the Chinese government has issued a comprehensive economic stimulus package including a 4 trillion yuan (585 billion U.S. dollars) investment plan and support plans for ten key industries.     The country's central bank has cut interest rates five times and lowered deposit reserve ratio four times in an effort to enhance capital fluidity.     "We have confidence, conditions and capabilities to keep a steady and rapid growth," Hu Jintao said.

BEIJING, March 25 (Xinhua) -- China voiced its strong dissatisfaction Wednesday against a U.S. Congress resolution on the Taiwan Relations Act saying it is an interference in its internal affairs.     "China is strongly dissatisfied and has lodged a solemn representation over the resolution adopted to commemorate the 30th anniversary of the Taiwan Relations Act," Chinese Foreign Ministry Spokesman Qin Gang said in a statement.     The U.S. House of Representatives voted for the resolution Tuesday.     The Taiwan Relations Act, passed by the U.S. Congress in 1979, required the United States to provide Taiwan with arms of a defensive character. China has never recognized the legitimacy of the act.     Qin said the Chinese government and people, from the very start, resolutely opposed the Act adopted by the United States unilaterally.     "We urge the United States to follow the basic norms guiding international relations and the three Sino-U.S. joint communiques, and stop the wrongful act of using the Taiwan issue to interfere in China's internal affairs," Qin said.

DAKAR, Feb. 5 (Xinhua) -- Chinese President Hu Jintao will pay a state visit to Senegal on Feb. 13-14, during which the two countries will sign new agreements on economic and technical cooperation, the Chinese ambassador in the West African country announced here on Thursday.     At the invitation of his Senegalese counterpart Abdoulaye Wade, President Hu will make the visit to further enhance the friendly ties between the two countries since diplomatic relations were resumed in October 2005, Chinese Ambassador Lu Shaye told a press conference.     The visit is part of the Chinese president's five-nation trip on Feb. 10-17, which will also take him to Saudi Arabia, Mali, Tanzania and Mauritius.     The Chinese Foreign Ministry said on Tuesday that Hu's visit is aimed at further consolidating China's friendship and cooperation with these countries, strengthening China's cooperation with the Cooperation Council for the Arab States of the Gulf, and promoting the implementation of the measures announced at the 2006 Beijing Summit of the Forum on China-Africa Cooperation.

The expenses and number of officials for such trips should be kept as low as possible. And related departments should include all those expenses into their budget and get them approved beforehand.     Officials should not add more countries or cities to their travel schedules at will and extend their stay aboard. BEIJING, Feb. 24 (Xinhua) -- Chinese President Hu Jintao has called for greater awareness of both hardships and opportunities presented by the global financial crisis in order to offset the impacts of the crisis.     In a speech to the Communist Party of China (CPC) Central Committee Political Bureau on Tuesday, Hu said China must be prepared for the most difficult and complicated situations in the world economy and meanwhile make good use of or create development opportunities amid the transformation of international and domestic conditions.     The world economic situation was austere and complicated; the global financial crisis had yet to level out; and China's economic growth was under pressure of a slow-down, he said.     He said no fundamental changes had occurred in the country's basic economic development situation, its advantageous conditions for economic development, its accelerating trend of industrialization and urbanization, and the external environment of peace, development and cooperation.     "The strong Party leadership, the advantages of the socialist system, and the united efforts of our people of all ethnic groups are the strength for us to overcome the difficulties and withstand the impacts of the global financial crisis," he said.     The government should maintain the policy of giving top priority to increasing domestic demand while stabilizing external demand, he said.     He called for more powerful and efficient measures to increase domestic demand, consumer demand in particular.     He urged continuing to make the reform and opening-up a powerful driving force for economic growth, actively pushing forward reform in key areas and links.     Hu urged all Party committees and governments to deepen the implementation of the "scientific view of development" and "carry out the decisions and arrangements of the central authorities in a creative way".     Hu, General Secretary of the CPC Central Committee, presided over Tuesday's panel study of the Politburo, at which two scholars explained world economic situation and ways to boost economic growth.     The lecturers were Zhao Jinping, of the State Council's Development Research Center, and Bi Jiyao, of the Macro-economic Research Institute under the National Development and Reform and Commission.

WASHINGTON, March 19 (Xinhua) -- The United States and China on Thursday agreed to continue to use and further develop those regular exchange mechanisms established before to facilitate parliamentary exchanges between the two countries.     The consensus was reached during a meeting between Speaker Nancy Pelosi of the U.S. House of Representatives and a delegation of China's National People's Congress (NPC), headed by Chairman Li Zhaoxing of the NPC Foreign Affairs Committee.     Both sides spoke positively of the important roles that the Congress and NPC have played in the growth of China-U.S. relationship through inter-parliamentary exchanges and cooperation.     The two sides also exchanged views over issues of common concern such as energy and climate change.
